SLENDER COTTONGRASS Eriophorum gracile

Found in the wettest parts of valley bogs. It is found on moderatly acidic, calcareous sites where there is some water movement. 

Slender Cottongrass produces a single inconspicious flower, with the most striking feature being the fluffy, silky infloresence on the top. Fruits are supported by an angled stem rather than a round one.
